Description of the Role:

As an Assistant Director you will support the Director and Executive Director to achieve the strategic objectives of the organisation. You will have very strong written and oral communication skills, with demonstrated experience in contributing to policy and/or procedure development and implementation.

You will have experience working respectfully and effectively with strong community engagement and negotiation skills, in a remote Aboriginal community context. 

This role will require you to develop strategic relationships across levels of government, with Traditional Land Owners and other key stakeholders such as Land Councils and Regional Councils, and within the local community to assess applications for land use and to identify opportunities for collaboration between land owners, agencies or providers that may benefit the community.

You will be available to travel interstate, and to remote Northern Territory communities, including overnight stays. As driving will be required for this travel, a current class C Driver’s License is essential for the role.

Key Responsibilities:

Stakeholder engagement

  • Developing and maintaining strong and effective relationships across Australian and Territory levels of government, with Traditional Land Owners, local cultural authorities and other key stakeholders such as Land Councils and Regional Councils, and within the local community, to facilitate leasing operations and promote the strategic and business objectives of the office.
  • Working respectfully and effectively with strong community engagement and negotiation skills, in a remote Aboriginal community context.
  • Developing relationships with Traditional Owners to encourage participation in the consultative forum process and active participation by consultative forum members in all matters pertaining to land tenure in their township.
  • Providing a high standard of service to Traditional Land Owners and Sublessees in respect of dealings with land tenure in the respective communities.
  • Liaising with relevant Commonwealth and Northern Territory Government agencies over issues affecting the implementation of long-term leases in the Northern Territory.
  • Representing the Executive Director at internal and external forums and meetings.
  • Updating and maintaining a stakeholder contact list.
  • Harnessing information and opportunities for the broader benefit of Aboriginal Traditional Land Owners.

Policy and procedure

  • Providing expert advice to the Director relating to any issues identified though communication with stakeholders or other third parties, on policy, complex problem solving and issues management.
  • Ensuring in-depth knowledge of and compliance with with relevant legislation, policy administrative frameworks, government decision-making processes and guidelines and regulations
  • Providing expertise across a broad range of activities potentially relating to the work of different program areas.
  • Using strategic thinking capabilities to advise on and develop policy and procedures in relation to administration of township leases and other leases held by the Executive Director including writing reports and briefs.
  • Providing a significant contribution to innovation and business improvement strategies for the work area and aligning longer-term planning with strategic objectives of the client.
  • Undertaking work activities with an awareness of their possible impact on strategic, political or operational outcomes for the office.
  • Updating and maintaining all official records in ShareHub and the client's database.

Supervision and management

  • Developing and implementing work plans for the work area, leading and supervising team workloads and performance, including supporting other staff in the team in the planning, administration and conduct of the team's work.
  • Planning and monitoring work processes, directing and coordinating quality assurance practices including the preparation and quality assurance of briefings, minutes, and advice relating to client business.
  • Effectively managing competing priorities and strategic directions when achieving team planning and project outcomes in line with the strategic and business objectives of the client.
  • Supervising the development of lower classification levels; building team capacity through coaching others, providing performance feedback, conflict resolution and encouraging career development.
  • Implementing change and managing ambiguity in the workplace.
  • Engaging with risk, including the conduct of risk assessment and risk management activities for area of responsibility.

Subleases and other documentation

  • Overseeing the administration and quality assurance of leasing arrangements between the Executive Director and sublessees including preparing briefings and advice about leasing and community development matters.
  • Assessing applications for land use, new and existing leasing arrangements, identifying issues and risks, recommending solutions and providing advice to the Director.
  • Maintaining up to date information on the client's data base by inputting all relevant information against individual land dealings and accounts.

Organising and facilitating Consultative Forum meetings

  • Organising, administering and facilitating Consultative Forum Meetings (CFM) as required.
  • Preparing briefs for presentation to Consultative Forum Meetings.
  • Assisting with the planning and seeking of endorsement from Consultative Forum members.
  • Providing CFM secretariat services including preparing agenda and minutes.
  • Being accountable for the effective use of time and resources on remote field trips.
  • Travelling to remote communities, and interstate as required, including overnight stays.

 This position has direct engagement with Aboriginal and/or Torres Strait Islander people, communities and service providers, or is involved in the development of programmes and policy. You will require a high level of cultural competency, including:

  • demonstrated understanding of the issues affecting Aboriginal and/or Torres Strait Islander peoples
  • demonstrated high level ability to communicate sensitively and effectively with Aboriginal and/or Torres Strait Islander peoples
  • demonstrated high-level capability and commitment to continue to develop cultural competency.
